USAID is not foreign aid and it is not aid at all, it is venture capital and investments in U. S. corporations and their agents. It is also well-known that most of this “international development” money never reaches the intended goal. Often there is little or no compliance follow-through or reporting requirements. OPIC is the worst for this type of mismanagement.

Essentially, any “U. S. sponsor” can file for an OPIC loan and loan guarantee and if the U. S. bureaucracy (Senior Executive Service) says yes, then the applicant can basically count on OPIC funding the project for the entire length of the project, which is often ten years. It’s called a gravy train.
