Examining SERCO’s U.S. Government Contracts: A Job for DOGE

At the American Intelligence Media we are concerned about the billions that are spent in contracts with the enemy – the British Empire. For example, in the link below we look at the U. S. government and military contracts of British Aerospace and Rolls Royce.

Cease U.S. Funding to British Defense Firms: BAE and Rolls-Royce

But the contracts that really concern are with SERCO which has multiple active contracts with the U.S. Navy, including for shipbuilding and technical support. Below, we have outlined the contracts that are publicly reported to date. There may be others and a complete DOGE audit is appropriate.

SERCO has a significant presence in the U.S., serving federal, state, and local governments. The analysis is based on recent web searches and official company information, focusing on contracts as of March 1, 2025.

SERCO has a broad portfolio of contracts with various U.S. government agencies. This includes recent deals with the Army for soldier readiness ($247 million in 2025), the Department of Health and Human Services for health insurance support ($690 million in 2023), and the Air Force for IT services ($90 million in 2024). An unexpected detail is their extensive use of GSA contract vehicles like Alliant 2, which facilitates work across multiple agencies.

SERCO has several ongoing contracts with the U.S. Navy, focusing on services like shipbuilding acquisition program management and technical support. For example, they have a $334 million contract for shipbuilding services awarded in 2022 and a $600 million IDIQ contract for anti-terrorism support from 2021. These contracts highlight their role in supporting naval operations and readiness.

Contracts with the U.S. Navy

SERCO’s engagement with the U.S. Navy is extensive, reflecting their expertise in maritime and technical services. The following table summarizes key contracts identified:

Contract TypeValueAward YearDuration Details
Shipbuilding Acquisition Program Management (SHAPM)$334 million2022One-year base, four one-year options, potentially to 2027 or 2030 with options
Anti-Terrorism/Force Protection (AT/FP) Ashore Sustainment$600 million2021Eight-year term, ends in 2029
C5ISR Electronic System Support$70 million2021Five-year base, one two-year option, potentially to 2028
Seaport-NxG Professional Support ServicesNot specifiedOngoingMultiple-award contract, task orders vary

These contracts cover areas such as engineering, technical support, and program management, with significant investments in naval readiness and security. For instance, the SHAPM contract supports submarine shipbuilding, including the Columbia-class submarine, while the AT/FP contract ensures global sustainment of security systems. The C5ISR contract focuses on aviation intelligence, and Seaport-NxG facilitates broader naval support through task orders.

Contracts with the U.S. Trademark and Patent Office

SERCO’s history with the U.S. Patent and Trademark Office (USPTO) includes a notable $95 million contract for patent classification services, awarded in 2015. This contract had a one-year base period with four one-year option periods, likely extending to 2020 if all options were exercised. The contract involved reviewing and classifying patent applications, processing over 400,000 applications annually by 2018, with a quality measure exceeding 95%.

However, no evidence of contract renewal or new awards post-2020 was found. Perhaps the USPTO is contracting with the British under other companies; we did not search for this in this article. Searches for recent USPTO contract awards to SERCO, including specific queries for renewals, did not yield results beyond 2015, suggesting that SERCO no longer holds contracts with the USPTO as of 2025. This shift may reflect changes in procurement strategies or SERCO’s focus on other government sectors.

Contracts with U.S. Government Agencies

SERCO’s contracts extend beyond the Navy and USPTO to include multiple U.S. government agencies, showcasing their versatility in public sector services. The following table lists recent and significant contracts:

AgencyContract DescriptionValueAward YearDuration Details
U.S. ArmyGlobal Acquisition and Logistics Operations$43 million2018Three-year term, ended by 2021
U.S. ArmyHolistic Health and Fitness System$247 million2025Eight-month base, four one-year options, potentially to 2029
U.S. Department of Health and Human ServicesAffordable Care Act Support$690 million2023Four years seven months, ends around 2027
U.S. Air ForceNexGen IT Development, Integration, Sustainment$90 million2024Five-year term, ends in 2029
General Services Administration (GSA)Alliant 2 and OASIS Contract VehiclesNot specifiedOngoingIndefinite, task orders vary

These contracts highlight SERCO’s role in diverse areas, from soldier readiness and health insurance support to IT services for the Air Force. The Holistic Health and Fitness System contract, awarded in January 2025, is particularly notable for its focus on enhancing soldier performance and reducing injury rates. The HHS contract, starting in July 2023, assists citizens in accessing health insurance, reflecting SERCO’s public service orientation. The GSA contracts, such as Alliant 2, provide frameworks for IT and professional services across agencies, enhancing efficiency.

An interesting observation is SERCO’s use of contract vehicles like OASIS, which allows for task orders across various agencies, potentially increasing their reach. This flexibility is evident in their work with the Department of Defense (DoD) through the National Security Personnel System (NSPS) and Human Capital and Training Solutions (HCaTS), though specific task order values were not detailed in the searches.

Additional Context and Considerations

SERCO’s operations in North America employ over 9,000 staff, serving federal and other government levels, which underscores their scale. Their contracts often include option periods, allowing for extensions based on performance, which adds complexity to determining exact end dates. For instance, the Navy’s SHAPM contract could extend to 2030 if all options are exercised, while the Army’s recent contract could reach 2029.

The absence of recent USPTO contracts may reflect competitive bidding or shifts in agency priorities, but it does not diminish SERCO’s overall U.S. government presence. Their history, including past controversies like overcharging in the UK, was noted, but no recent U.S.-specific issues impacting contracts were found, suggesting stability in their current engagements.

This analysis is based on information available up to March 1, 2025, and for the most current details, users are encouraged to consult official government procurement databases like USAspending.gov or SERCO’s corporate reports.
